Overview

All community councils in Fife must operate under the Scheme for the Establishment of Community Councils in Fife, (the Scheme).  The Scheme sets out how community councils in Fife are formed; the conditions under which they can operate, and the minimum standards to be met for recognition as a community council.  

It is considered appropriate at this time to undertake a review of the current Scheme and community council boundary areas before the next round of community council elections, scheduled to take place in 2027. 

In October 2023, the Improvement Service, published a new suite of Scotland-wide model documents for community councils, which included a Model Scheme for the Establishment of Community Councils and Good Practice Guidance, endorsed by the Scottish Government. Local authorities have been asked to adopt the suite of model documents in part or in full as dictated by local requirements.  This review incorporates adopting the Model Scheme, as provided by The Improvement Service, appropriately tailored for Fife’s requirements. 

At a Special Meeting of the Council, held on 20 March 2025, the Council agreed to a public consultation exercise on the proposed revocation and replacement of the current Scheme. In the first of the required consultations, the Council now invites suggestions and representations from the public on the draft scheme.  

Consultation timetable

Phase 1 

The public consultation will begin on 24 March and run through to 16 May. During this time we will be seeking the views of all our community council members and the wider public on the draft scheme.  

The results of this consultation will be reviewed at a special meeting of Fife Council on 19 June 2025.

Phase 2 

A further 8 week consultation period will then be carried out to allow you and the public to respond to any changes made at the June committee. This will run from 23 June to 15 August 2025. 

The results of this consultation will be reviewed at a special meeting of Fife Council on 18 September 2025.

Phase 3  

A period for final representations to be made on the draft amended Scheme, together with associated documentation, including boundaries from 22 September to 17 October. 

On 11 December 2025  a special Fife Council Meeting will consider any final representations and agree final amendments to the Scheme. 

Phase 4 

The Council will publish a Public Notice for four weeks to inform the public of the final Scheme from 15 December 2025 -16 January 2026.  

The new Scheme will be in operation from 19 January 2026. 

 

Why your views matter

It is important that you are aware of any proposed changes to the Scheme and we want you to let us know what you think and to propose any changes. As such, we will be carrying out a public consultation.
