Community Council Consultation 2025 - Phase 2

All community councils in Fife must operate under the Scheme for the Establishment of Community Councils in Fife, (the Scheme).  The Scheme sets out how community councils in Fife are formed; the conditions under which they can operate, and the minimum standards to be met for recognition as a community council.  

It is considered appropriate at this time to undertake a review of the current Scheme and community council boundary areas before the next round of community council elections, scheduled to take place in 2027.

In October 2023, the Improvement Service, published a new suite of Scotland-wide model documents for community councils, which included a Model Scheme for the Establishment of Community Councils and Good Practice Guidance, endorsed by the Scottish Government. Local authorities have been asked to adopt the suite of model documents in part or in full as dictated by local requirements.  This review incorporates adopting the Model Scheme, as provided by The Improvement Service, appropriately tailored for Fife’s requirements. 

At a Special Meeting of the Council, held on 20 March 2025, the Council agreed to a public consultation exercise on the proposed revocation and replacement of the current Scheme.

The first phase of consultation took place between 24 March and 16 May 2025

At a Special Meeting of the Council, held on 19 June 2025, the Council agreed to move to Phase two of the public consultation exercise.  The second phase will run from 23 June 2025 and conclude on 15 August 2025 and the Council invites suggestions and representations from the public on the draft scheme.
