Partial Review of the Scheme for the Establishment of Community Councils in Fife

Overview

Community councils are established under Part IV of the Local Government (Scotland) Act 1973 and in Fife operate in accordance with the Scheme for the Establishment of Community Councils in Fife (“The Scheme”). The Scheme sets the arrangement for the establishment and operation of community councils in Fife, including the conditions and minimum standards required for recognition. 

Section 53 of the Act places a duty on local authorities to review their community council schemes from time to time, taking account of changing circumstances and any representations received.

At its meeting in June 2026, Fife Council agreed to undertake a partial review of the current Scheme for the Establishment of Community Councils, which was last reviewed and approved by Council in December 2025.  This review will focus on section 13 of the Scheme relating to the Annual Administration Grant and will consider recommendations for co production and future sustainable funding models for community councils. In addition, a small  number of governance amendments are also proposed to improve the clarity and effectiveness of the Scheme.
